AMXX.pl: Support AMX Mod X i SourceMod

FlagReturnReturn a downed flag when touched by someone on the same teamConVars:sm_flagreturn_enable 1 - Enable/Disable the pluginRequirements:

• SDK Hooks extension.

Notes:

• Includes More Colors support. See this page for example colors.
• Windows gamedata signature is untested. Confirmed working on Linux, however.
• Packaged version is compiled against SM 1.5.0-hg3786. If you're not using at least that, recompile the plugin yourself.
