It's lightly modified version of 'Admin Chat' base AMXX plugin (adminchat.sma).
Changes are:
Quote: new: separate access flag for triggering HUD-messages

fix: small typo correction in cmdSayChat help Why I need 2 access flags? Because on my servers there are admin's helpers who help them in work. I do want helpers to have access to amx_chat, amx_say and amx_psay commands (now default flag is 's') but I don't want helpers to have access to triggering HUD-messages (default flag 'i' was left). Original plugin checks access to amx_csay and amx_tsay commands but it allow triggering HUD messages using say '@[@|@] text'.
