AMXX.pl: Support AMX Mod X i SourceMod

Version 1.0: was totaly hardcoded
Version 2.0: was made by Liinuus, he did it run songs from cfg
Version 3.0: was made by me, fixed some code fails of 2.0 and added option for just VIPs/Admins via cvar (default: all can open it :fox:), and few more.

Instalation:
:arrow: music_menu.amxx into plugins folder
:arrow: songs.cfg into configs folder
:arrow: add plugin in plugins.ini
:arrow: add songs in the folder cstrike(czero if CZ)/sound
In case of songs.cfg that i upload, it have:
"mp3_menu/gangnam_style.mp3" "PSY- Gangnam Style"
So you go in sound folder, create folder with name "mp3_menu" and put there the songs you want
The first "" is for name of files and the second "" is for name in menu

On Server say /music to open the music menu

NOTE: It just runs mp3 files

TO DO:
- Make WAV works too
- Optimizations
