TimeBased Damage Fix

This simple plugin fixes couple of bugs with timebased damage, and after drown health gain on player respawn.

The bug was well explained by ConnorMcLeod:
When you experience some damage that you will recover later, like when you are under water, and when you respawn, the game doesn't reset the amount of HPs you have to recover, so on 35HP maps that have water, some player go under water at round end and they recover some HPs at round start.
