[CSS/CSGO] Rush RestrictVersion 1.1.2

Description:

Enable some restrictions during rushOriginally, this plugin is made for Rush servers, where you have to run until bomb is planted or grounded (some servers are more or less strict). There are often some other restrictions during this "rush time" (nades, scope, drop...), that this plugin help you to ensure without having to explain it anytime a new player connect.Finally I made several Cvars to configure it according to your server rules (rush or not), as long as you need restrictions based on what is the bomb status (carried, planted or grounded). And not on a timer like we often see.
