a więc mój problem polega na tym że robię wszystko jak w poradnikach a mi nie chce działać pisze coś takiego

Albo ty sie pomyliles w tlumaczeniu albo jakis problem z serwerem. Dproto robi z serwera steam serwer steam/nonsteam. Jesli dproto sie nie wlaczy, serwer powinien byc only steam i to nonsteamowcy nie powinni wchodzic. Sprawdz to dobrze.
Druga sprawa to biblioteki xdsopt sa wbudowane w dproto od wersji 0.37 albo jakos tak, najnowesze wersje dproto nie potrzebuja tych bibliotek.

Jesli posprawdzasz juz tamte rzeczy sprawdz czy wgrales plik dproto.cfg do glownego katalogu serwera, tam gdzie masz katalog cstrike ( ale nie bezposrednio do cstrike)
Nastepnie sprawdz cstrike/addons/dproto/ powinien w tym katalogu byc plik dproto_i386.so, zwroc uwage na nazwy, jesli katalog jest inny to dproto sie nie wczyta.
wejdz w cstrike/addons/metamod/plugins/ i sprawdz czy w pliku plugins ini wszystko jest poprawnie
Powinny sie tam znajdowac linijki:
linux addons/dproto/dproto_i386.so
linux addons/amxmodx/dlls/amxmodx_mm_i386.so

co do wazzap sprawdziłem logi i nic chyba mogę pokazać nawet

co do Ziutka to dproto dobrze wgrałem do folderu addons/dproto wgrałem tam 2 pliki bo jak wgrałem dla winodws nie działalo jak linux też więc dwa wgrałem nazwa : 
dproto_i386.so dproto.dll
jak mówiłeś usunołem tom biblioteke co do dproto.cfg wgrałem do do głownego folderu nie do
cstrike
jeszcze ten plugin ja go mam w cstrike/addons/metamod i tu mam tego plugin.txt a w nim zawartość
win32 addons\dproto\dproto.dll
linux addons/dproto/dproto_i386.so
win32 addons\amxmodx\dlls\amxmodx_mm.dll

ale jedno po drugim

co do amxmodowiec to jak mam błąd to zapewne coś zrobiłem źle

u mnie jak wrzuciłem dwa formaty(.dll i .so) to też nie działało, musisz wrzucić pod os-a jaki jest u ciebie na serwerze

ale nie logi AMXX bo te nie mają nic do dproto, a logi z uruchamiania się serwera.

już nie trzeba szukać sam znalazłem problem a wiec o co chodziło
miłem cs nonsteam jak robiłem server to był nan nonsteam a wszystko co robiłem to z servera steam robiło server nonsteam+steam
to zainstalowałem od nowa cs z tego poradnika : Instalacja HLDS dla Windows - Nieoficjalny polski support AMX Mod X
tym razem był server steam
zainstalowałem amxmodx i zrobiłem dproto z tego poradnika :http://amxx.pl/dproto-0987-instalacja-konfiguracja-t20498.html
dziękuje wszystkim za odpowiedzi ale to był mój wielki błąd i mam nadzieje że ci co będom mieli ten sam problem to polecicie to co ja teraz mówie ^^
